It's kind of terrifying to see what dementia looks like in an independent, stubborn person. When my mother-in-law suffered from dementia, she was generally compliant until very close to her death, perhaps because she was accustomed to being dominated by her husband. He insisted on caring for her himself until it became impossible.
These situations are so difficult and heartbreaking. May good and effective support be yours, and may it be soon!
“going home” is a very common dementia wish, but often the person just has a vague sense (of what home is). Is she at a point where people could say, “oh, we can’t go today, maybe on Sunday,” type of thing? or would she be aware that they are stalling.
I am so sorry you are having to cope with this. My ex went through something like this with his dad. It is excruciating and exhausting

I had hoped for you that achieving getting your mom into Assisted Living would make life easier but I see the nightmare continues. I'm so sorry.
